1. Subsidization of the agro-industrial complex is carried out as an economic incentive for the development of branches of the agro-industrial complex under the following conditions:

1) the economic efficiency of subsidies aimed at the development of the agro-industrial complex;

2) improving the quality and competitiveness of manufactured products.

2. Subsidies to the agro-industrial complex are carried out in accordance with the procedure determined by the authorized body in the field of development of the agro-industrial complex in the following areas, taking into account the provisions provided for in paragraph 3 of Article 9 of this Law:

1) cheaper remuneration rates for lending to subjects of the agro-industrial complex, as well as leasing for the purchase of farm animals, machinery and technological equipment;

1-1) subsidizing the reimbursement of part of the expenses incurred by the subject of the agro-industrial complex during investment;

1-2) excluded by the Law of the Republic of Kazakhstan dated 28.10.2019 No. 268-VI (effective ten calendar days after the date of its first official publication);

1-3) reduction of interest rates on credit and leasing obligations in the framework of the direction of financial rehabilitation of the subjects of the agro-industrial complex;

1-4) subsidizing coupon interest on bonds;

2) excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication);

3) development of seed production;

3-1) development of insurance in the agro-industrial complex;

4) increase productivity and quality of livestock products;

4-1) is excluded by the Law of the Republic of Kazakhstan dated 11/24/2021 No. 75-VII (effective ten calendar days after the date of its first official publication).

5) development of production of priority crops, including perennial plantings;

5-1) reduction of the cost of fertilizers for Kazakhstani agricultural producers ;

5-2) reducing the cost to agricultural producers of pesticides, bioagents (entomophages) intended for treatment against harmful and especially dangerous harmful organisms with numbers above the economic threshold of harmfulness, quarantine facilities;

5-3) subsidizing the cost of water supply services to agricultural producers; - Excluded by the Law of the Republic of Kazakhstan.

5-4) excluded by the Law of the Republic of Kazakhstan dated 28.10.2019 No. 268-VI (effective from 01.01.2020); IZPI's note! Subparagraph 6) is provided for in the reaction of the Law of the Republic of Kazakhstan dated 06/10/2024 No. 90-VIII (effective from 01.01.2025).

6) subsidizing part of the costs incurred in confirming the conformity of production of organic products;

7) development of livestock breeding;

8) excluded by the Law of the Republic of Kazakhstan dated 28.10.2019 No. 268-VI (effective ten calendar days after the date of its first official publication);

8-1) support for low-income segments of the population in the purchase of socially significant food products;

8-2) cultivation of crops in protected ground;

8-3) increase in the share of processing of domestic agricultural products;

8-4) excluded by the Law of the Republic of Kazakhstan dated 27.11.2015 No. 424-V (effective six months after the date of its first official publication);

8-5) subsidizing the costs of processing enterprises for the purchase of agricultural products for the production of products of its deep processing;

8-6) subsidizing within the framework of guaranteeing and insuring loans of subjects of the agro-industrial complex;

8-7) was valid until 31.12.2020 in accordance with the Law of the Republic of Kazakhstan dated 28.11.2014 No. 257-V;

8-8) subsidizing the costs of auditing unions of agricultural cooperatives for conducting an internal audit of agricultural cooperatives;

8-9) reimbursement to individuals and legal entities of the costs of planting and growing destroyed fruit and berry crops infected with bacterial burns of fruit trees;

8-10) subsidizing the cost of development and implementation of research and development activities;

8-11) subsidizing reimbursement of expenses incurred by a national company in the field of the agro-industrial complex in the sale of food grains for regulatory impact on the domestic market;

9) other areas of subsidizing the agro-industrial complex provided for by legislative acts of the Republic of Kazakhstan.

3. Excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication).

4. Subsidizing of the agro-industrial complex is carried out in accordance with the rules for subsidizing the agro-industrial complex, with the exception of the case provided for in paragraph 6 of this Article, provided:

1) acceptance by the recipient of subsidies of an obligation in the form established by the authorized bodies in the field of the development of the agro-industrial complex and in the field of rural development, to submit to the state statistical bodies reliable state statistical reports on the gross harvest of the received crop and its monthly expenses;

2) excluded by the Law of the Republic of Kazakhstan dated 04.12.2015 No. 435-V (effective from 01.01.2016).

6. Subsidizing the cost of water supply services to agricultural producers, as well as reimbursing part of the costs incurred by an agricultural producer for investments aimed at introducing water-saving irrigation technologies, is carried out in accordance with the rules approved by the authorized body in the field of protection and use of water resources.

The Law of the Republic of Kazakhstan dated July 8, 2005 No. 66.

This Law defines the legal, organizational, economic and social foundations for the implementation of state regulation of the development of the agro-industrial complex and rural areas in the Republic of Kazakhstan.
